- Preparing studies on the economic feasibility of investment projects.
- Searching for and evaluating suitable investment opportunities and determining methods for collecting investment returns.
- Preparing advertisements for investment opportunities after the approval of the competent authority.
2. Contracts and tenders management
- Promoting investment projects through local newspapers via public auctions.
- Selling detailed terms and specifications booklets through the Investment Department.
- Receiving and directing offers to the Permanent Committee for opening envelopes of public auctions for leasing and investment before the set deadline.
- Presenting auction and investment project offers to the Permanent Committee for assessment.
- Providing recommendations from the Bids Examination Committee to the authorized person for decision-making.
- Drafting notification letters to inform investors of award decisions.
- Concluding contracts with winning bidders after award notification and receiving a final guarantee letter amounting to 15% of the contract value for leasing or 5% for investments without leasing within fifteen working days.
- Sharing copies of leasing and investment contracts with annual revenues exceeding fifty thousand to the Ministry of Finance for review before execution.
- Submitting contract copies to the Purchasing and Tenders Department for inclusion in the Etimad platform.
- Collecting full annual rent within ten days of each contractual year's commencement or agreeing to a lump sum payment for the contract duration.
- Adhering to government property leasing and investment rules from the government tenders and procurement system.
-Taking into account the implementation of the instructions in the rules for leasing and investing government properties from the government tenders and procurement system.
- Any other tasks assigned by the competent authority.
3. Financial management
Managing investment contracts.
Receive and process tender specifications and terms booklet per regulations.
Obtaining initial and final guarantees from the tender-awarding entity.
Monitoring revenue collection, depositing, recording, and registration based on State Revenue System guidelines.
Providing regular financial progress reports to the administration.
Handling any additional duties assigned by the administration.
4. Marketing and Public Relations
Activate communication channels to address inquiries from potential investors and individuals interested in investing, guiding them toward suitable opportunities.
Provide continuous support to prospective investors and companies, supplying them with relevant information
- Arrange meetings with relevant stakeholders and ensure follow-up to attract and retain investments.
Execute any additional assignments as given by the authorized personnel.
5. Partnerships management
- Participate in organizing investment agreements and contracts.
Set regulations and procedures to support research and studies.
Supervise memoranda of understanding and agreements signed with the administration and manage those memoranda.
Identify government, private, and non-profit partners to establish strategic partnerships.
Study and innovate new investment opportunities to offer and benefit from them in increasing the university's revenues.
Perform any other duties as directed by the appropriate authority
