The First phase of implementing memoranda of understanding within the university

Phase One:

The draft proposal for a project ( either cooperation agreement or memoranda of understanding ) Shall be submitted to the University President by the relevant university department in accordance with the administrative structure.

Phase Two:

Upon preliminary approval, forward the proposal to the International Cooperation and Knowledge Exchange at the University.

Phase Three :

Conduct a detailed and comprehensive review of the proposal, including: Evaluating the scientific, educational, research, and teaching stature of the foreign partner. as well as assessing the political, economic, financial implications and confirming clearly defined areas of cooperation.

Phase Four:

Initiate initial coordination with the foreign entity regarding preliminary approval of the coordination and defining the cooperation domains.

Phase Five:

Submit the project to the legal department for legal review and advisory opinion.

Phase Six:

Translate the project into the necessary foreign languages and into Arabic, ensuring particular care and precision in the Arabic version so that it mirrors the authoritative text used in concluded cooperation agreements and memoranda.

Phase Seven:

Present the matter to the University Council, preparing for its escalation to the Council of University Affairs.   

Phase Eight:

After the University Council’s minutes are ratified, submit the agreement to the Secretariat of the Council.   

Second Phase of Implementation (After Submission to the Secretariat of the Council of University Affairs)
 
The project continues to be reviewed by the Standing Committee for Agreement Review, to assess its readiness and suitability for presentation to the Council.

Third Phase: Completing University-Level Procedures

-Upon receiving royal approval, the university and the foreign party engage in discussions to finalize the agreed version of the project.

- The final agreed-upon version is then submitted to the Council of University Affairs.. 

- The university must submit the final version well in advance of the planned signing date.                                                                                                                                                   

Fourth Phase: Procedures at the Secretariat of the Council of University Affairs

- The final approved version is forwarded to the royal authorities for final authentication . 

- The university receives a certified copy of this authentication to proceed with implementing the project with the foreign partner.                                                                                                                  

 

Fifth Phase: Execution and Follow-Up

- The International Cooperation and Knowledge Exchange Department is responsible for implementing and monitoring all provisions of the project and must report to the University President . 

- A semi‑annual report must be submitted to the Secretariat of the Council of University Affairs, detailing: 

  • Project progress. 
  • Any obstacles encountered.
  • Suggestions for improvements.
  • Accompanied by copies of relevant documents.
